Using Technology to Keep Other Countries Honest

Abstract
This talk presents an historical view of how technology has been
used to provide the intelligence needed to protect nations from
one another. Examples from the First World War through the Cold War
are used to illustrate the impact that technical intelligence
collection can have in the verification of treaties meant to
prevent war and, where necessary, in the conduct of war.
Bio
- John R. Treichler (IEEE Fellow '91) was born in Velasco, TX, on
September 22, 1947. He received the B.A. and Masters in Electrical
Engineering from Rice University, Houston, TX, in 1970 and the
Ph.D. degree from Stanford University in 1977.
- From 1970 to 1974 he was in the U.S. Navy as a line officer aboard
destroyers.
- From 1977 to 1983 he was employed with ARGOSystems, Inc. (now a
subsidiary of Boeing).
- He co-founded Applied Signal Technology, Inc.of Sunnyvale, CA in
1984 and is currently their Chief Technical Officer and a member of
the board of directors. Applied Signal designs and builds advanced
signal processing equipment which is used by the United States
Government and its allies.
- He has served as a lecturer at Stanford (1975-1983) and spent the
1983-84 academic year at Cornell as an Associate Professor.
- In 1991 he was selected as a Fellow of the IEEE and in 2001 was
given the IEEE Signal Processing Society's Technical Achievement
Award and an IEEE Third Millennium Award.
